    BID Development

OBJECTIVE

To successfully run a BID ballot to set up a new BID in Edgware.

APPROACH

The Edgware BID development began with a feasibility study, including an in-depth place audit, business and stakeholder consultation and findings, suggested financial models and a timeline to ballot. The feasibility study recommended proceeding to ballot.


The ballot process included:
Agreeing the levy collection processes with the local authority.
Defining the geographical area and identifying the businesses to be liable for a BID levy.
Modelling of various levy rates, thresholds and caps to be utilised based on more in-depth business consultation. 
Providing consultation for businesses on the activities proposed by the BID, including face to face visits, emails and events.
Working with key stakeholders to produce all the required legal and regulatory documents including the Operating Agreement, baseline statements and service level agreements.
Producing the BID proposal in line with the BID regulations and industry guidelines.
Based on the priorities of businesses, detailing a list of activities which the BID will deliver over its term. 
Writing and designing a business plan for businesses.
Creating a suitable company identity for the BID that was used the ballot and beyond into delivery.
The creation of a campaign plan to support the establishment of a BID.  

RESULTS

A successful ballot with 79% voting in favour by numbner and 93% volting in favour by rateable value and the creation of Edgware BID.
